‍Call for Volunteers: CCRP Bylaws Review Committee

Dear CCRP Members,

In preparation for our December Reorganization meeting, we are forming a Bylaws Review Committee to draft and refine amendments for the 2027–2028 term. Reviewing our guidelines ahead of time will significantly streamline the upcoming voting process.

Fortunately, our current bylaws are structurally sound, so the anticipated workload this year will be much lighter than in the past.

Participation Details:

  • Eligibility: Open to any interested Republican. You do not need to be a PCO or a bylaws expert to join.
  • Process: We will collaborate via a shared Google Doc to propose and discuss revisions.
  • Meetings: The committee will hold a few in-person sessions at CCRP Headquarters throughout September and October to finalize the proposal package.

Charter Review Town Halls: Learn Before You Vote

Clark County’s Charter Review Commission will host town hall meetings in all five county council districts to explain and answer questions about nine proposed amendments appearing on the Nov. 3 general-election ballot. The county’s home-rule charter serves as the framework for county government—defining its structure, powers, elections, and operating processes—so these amendments could have a lasting effect on how Clark County is governed. We encourage every voter to review the proposals, attend the town hall serving their district, ask questions, and make an informed decision at the ballot box. The meetings are scheduled as follows:

  • District 1: 11 a.m. to 1 p.m. Saturday, Oct. 10, Vancouver Community Library, Columbia Room, 901 C St.
  • District 2: 3 – 5 p.m. Sunday, Oct. 11, Bud Van Cleve Room at Luke Jensen Sports Complex, 4000 NE 78th St.
  • District 3: 3 – 5 p.m. Sunday, Oct. 4, Cascade Park Library, 600 NE 136th Ave.
  • District 4: 12:30 – 2:30 p.m. Saturday, Oct. 3, Camas Public Library, 625 NE 4th Ave.
  • District 5: 10:30 a.m. to 12:30 p.m. Saturday, Sept. 26, Ridgefield Community Library, Allene Wodaege Community Room, 210 N. Main Ave.

‍Policy Deep Dive: Election Security, Transparency, and Accountability

Eileen Quiring O’Brien examines concerns about election oversight, ballot handling, and the distinction between reconciling election records and independently verifying the physical chain of custody for mailed ballots. The video addresses the limitations critics see in relying primarily on internal reviews and explains why they believe public confidence is best strengthened through transparent procedures, meaningful observer access, and independent verification. It also discusses a request for a broader outside forensic audit that Clark County Auditor Greg Kimsey declined.

‍Reformcast E29: Affordable Housing Failure, Mitchell Kelly Surfaces & Council Adopts New Rules

Rob addresses the Clark County Council’s adoption of revised rules and procedures. The changes reduce individual councilors’ ability to represent their districts, particularly on issues such as light rail.

The county’s 2025 Consolidated Annual Performance Evaluation Report suggest $3.9 million was spent while only 71 people or households received housing-related assistance.

Candidate Mitchell Kelly’s campaign description of himself as “deputy county auditor,” arguing that the designation was relatively recent and may be presented more prominently in campaign messaging than in official professional settings.

Braun and Perez Agree to October Debates

Republican candidate John Braun and incumbent Democrat Marie Gluesenkamp Perez will meet in two televised debates before the Nov. 3 general election, giving voters an important opportunity to compare their views directly. The first debate will air live Wednesday, Oct. 7, at 7 p.m. on KOIN 6 and KOIN+, followed by a second debate hosted by KATU on Tuesday, Oct. 13. Read more at Clark County Today

Chairman’s Update: Focus on November

In his weekly update, Washington State Republican Party Chairman Jim Walsh recapped the recent Republican National Committee midterm convention in Dallas and emphasized the importance of Washington’s congressional and statewide races heading into the Nov. 3 election. Walsh highlighted State Sen. John Braun’s challenge to Rep. Marie Gluesenkamp Perez in the 3rd Congressional District, along with other Republican campaigns in Washington state. He encouraged Republicans to volunteer and support candidates statewide, framing the campaign as a choice between practical, mainstream priorities: strong schools, safe communities, reliable infrastructure, lower taxes, and an environment where families and businesses can succeed.

Court Invalidates I-2066 Despite Strong Voter Support

The Washington Supreme Court’s 6–3 decision striking down Initiative 2066 is a troubling reminder that even a measure approved by nearly two million Washington voters can be nullified when courts conclude its provisions do not satisfy the state constitution’s single-subject requirement. The majority held that I-2066 combined four constitutionally distinct policies—protecting access to natural gas, limiting certain local air-quality authority, changing building-code requirements, and altering part of the Decarbonization Act—and said the provisions could not be separated without the court effectively rewriting the initiative. Supporters of affordable, reliable energy should take note: the ruling leaves I-2066 unconstitutional in its entirety and underscores the importance of drafting future citizen initiatives with clear, tightly connected provisions that can withstand judicial review.

In passing ESSB 6346, lawmakers also removed longstanding statutory language that had specifically exempted public-employee pensions, disability allowances, death benefits, and accumulated retirement contributions from state and local taxation.Voters will have the opportunity to weigh in through Initiative 645, which seeks to repeal the new income tax.
