Since late February, many unfriendly bills were passed and are on the way to the Governor’s desk.



On March 5, the House took up the challenge of debating [SB 5974](https://app.leg.wa.gov/billsummary/?BillNumber=5974&Year=2025&Initiative=false) with its 50 amendments. This is the bill that can be weaponized by partisans to unseat elected Sheriff’s.



Sad news all around in that its bad provisions remained intact while zero of the Republican’s 50 amendments were accepted, versus two Democrat (Goodman, Fosse) amendments that were. The majority party stood together and voted the R amendments down with ‘arguments’ that were weak and sometimes completely off-topic.



The only silver lining is that four Democrats voted against it with the Republicans.

Amy Walen is a known moderate. We view all the Nay votes as likely pandering for votes in purple districts this fall. But perhaps a thank you to them would be useful to get them to hear our other arguments or better bill ideas.

Use these bills, which all lack apparent common sense, to hold accountable those who voted for them.



Upcoming is the expected debate on the unconstitutional (Millionaire’s) Income Tax [SB 6346](https://app.leg.wa.gov/billsummary?BillNumber=6346&Year=2025&Initiative=False), which has been moved to the general floor calendar.



[SSB 6355](https://app.leg.wa.gov/BillSummary/?BillNumber=6355&Year=2025&Initiative=false) Creates an Electric Transmission Authority at the state level, which has many of the attributes of BPA. It can construct, own, and operate electric transmission facilities in order to supposedly reduce electricity prices and provide for a more reliable system. It is designed to help small green energy projects become economical. However, such projects cannot afford to pay for the transmission necessary. So, the taxpayers will pay one way or the other. Worse yet, projects like this have a history of reducing reliability rather than enhancing it. Finally, the sponsors are low-balling the cost of this bill in order to get it passed. Estimates of $2 million dollar operating budgets in the fiscal note are more likely to be greater than $2 billion dollars (electric transmission typically runs $2 million/mile) when capital costs are taken into account. Please contact your representatives and ask them to vote Con on this bill.

We are in the last full week of Legislative session in Olympia and the majority Democrat party keeps pushing their unfavorable bills, despite extremely high turnout in the committee sign-ins.



As long as they don’t find a way to extend session, or call a special session, politicking should be over on March 12. 



Last week:



- The [Millionaires Tax](https://app.leg.wa.gov/BillSummary/?BillNumber=6346&Year=2025&Initiative=false) was heard Feb. 24. The chair started by announcing that there was fraudulent Committee Sign In activity. Rick Vermeers suggested that maybe the system should verify voter ID and citizenship. What a novel idea! You can watch 2 hours of joy here: [SB 6346 on TVW](https://tvw.org/video/house-finance-2026021377/?eventID=2026021377).  Apparently, according to Sen. Jamie Pederson, they pay more attention to those who show up in person. And a whole bunch of other nonsense around the public’s participation. Brandi Kruse does a good job covering the proceedings in the [Feb. 24 Undivided Broadcast](https://www.youtube.com/watch?v=VTfwWP9Fo4Y) on YouTube (and podcasts) Then, on Friday Feb. 27 Finance Committee Exec. Session 8 am, they considered amendments for over an hour before voting. [The Vote on TVW](https://www.tvw.org/watch/?clientID=9375922947&eventID=2026021379&startStreamAt=2744) ended up with 9 in favor, 6 opposed. Notably, moderate Democrat Amy Walen sided with the Republicans and voted against.



- And the other ugly bill that will be politicized to unseat sheriffs - [SB 5974](https://app.leg.wa.gov/BillSummary/?BillNumber=5974&Year=2025&Initiative=false) - was heard in [Executive Session Feb. 24](https://www.tvw.org/watch/?clientID=9375922947&eventID=2026021386&startStreamAt=3996). Many amendments were proposed, and it passed out of committee on party lines 6-3. Yes, Republicans only have three seats on the Community Safety committee. This bill is headed to the House floor probably this week.



Actions for the next week:



Public hearings in committees are completely winding down and most of the bills we track are heading for finance committee and budgeting hearings. Our PRO/CONs are still as effective, but if you submit written comments, make sure to address funding challenges. Debating the issues is not done in finance committees.

Write letters and call your legislators on key bills too. Any communication might yield information that they’re about to change a vote and not go with the anti-ICE, anti-sheriff, pro-tax insanity that will assuredly seal fates for some legislator elections in the fall.



[SB 6084](https://app.leg.wa.gov/BillSummary/?BillNumber=6084&Year=2025&Initiative=false) (CON) This bill codifies an errant court decision that it is okay to vote in two elections as long as it is not the same election--multistage voting. This allows persons to vote in two states, and it appears that it will allow registering and voting in two different counties as long as it is not the same election time period. So, if you don’t have an election to vote in at your home, you can vote in an election at your summer home in a different county. Note: There is no longer a requirement to live in the jurisdiction for 30 days. You can register and vote instantly in any jurisdiction. Your registration would be cancelled in your original jurisdiction, but you can “move” back whenever you wish.



[HB 2741](https://app.leg.wa.gov/csi/House?selectedCommittee=31642&selectedMeeting=34085) (CON). This new bill guts the State Environmental Policy Act (SEPA) process with respect to electric transmission siting in Washington State and assigns the authority to site transmission projects to an appointed Board. Currently, there is a large group of residents in Clark County who are looking for alternatives to PacifiCorp’s Transmission Line through Clark County from Swift Dam to Troutdale, Oregon. They are relying largely on the SEPA, which gives Clark County the environmental lead for this project. Passage of this bill would subvert their ability to require PacifiCorp to offer alternatives to the currently proposed route.

The heat is picking up in Olympia for bad bills being pushed by the majority party, especially SB 6346 Tax on Millionaires and SB 5974 that could be used against elected sheriffs.



Income taxes have been turned down by voters 11 times in history, and this action against an elected office is the latest of many attempts to find ways to harass and unseat elected sheriffs under a label of reasonable-sounding policies.



If you haven’t already done so, please add your name to these CON registrations (Only do this once per bill per public hearing), and consider sending in written comments or testifying.



- **SB 5974 supposedly****“modernizes and strengthens” laws on sheriffs**, but would result in constant investigations into elected officials, and lead to more sheriffs being appointed. It also would require elected Sheriff’s to undergo a background check performed by Governor-run agencies. If this bill passes, then all elected officials should also go through a background check and be subject to administrative recall. **Action Deadline 12:30 pm Monday Feb. 23**  **[Register CON](https://app.leg.wa.gov/csi/Testifier/Add?chamber=House&mId=34060&aId=170903&caId=28384&tId=3)**and/or **[Testify](https://app.leg.wa.gov/csi/House?selectedCommittee=31647&selectedMeeting=34060)**.

Without Fail, make sure you register (just once) against the above bills.

- [HB 1710](https://app.leg.wa.gov/billsummary?BillNumber=1710&Year=2025&Initiative=False), [1750](https://app.leg.wa.gov/billsummary?BillNumber=1750&Year=2025&Initiative=False), [1916](https://app.leg.wa.gov/billsummary?BillNumber=1916&Year=2025&Initiative=False), all related to making our elections less secure, are in executive session Tuesday Feb. 24 1:30 pm in the State Government committee. This committee hearing should be full of fireworks and Democrats will have particularly weak arguments that need to be exposed.
- **[SB 6321](https://app.leg.wa.gov/BillSummary/?BillNumber=6321&Year=2025&Initiative=false)** **Action Deadline 9:30 am Monday.** **[Register CON](https://app.leg.wa.gov/csi/Testifier/Add?chamber=Senate&mId=34055&aId=170854&caId=28420&tId=3).** Creating a new $6 billion WA Institute of Scientific Advancement, to avoid reliance on Trump’s NIH, DARPA, FDA, CDC. This would cost taxpayers approx. another $6 billion in interest payments on the bonds, while creating a redundant agency that will need a large bureaucracy to run.  



Finally for this week - What??? Two bills to support? This is strange as we go further into the second half of session. Please register PRO:



- **[HB 2203](https://app.leg.wa.gov/BillSummary/?BillNumber=2203&Year=2025&Initiative=false)** **Action Deadline 9:30 am Monday.** **[Register PRO](https://app.leg.wa.gov/csi/Testifier/Add?chamber=Senate&mId=34017&aId=170691&caId=28431&tId=3)** Creates a new offense for drivers who knowingly ignore official road closures put in place for hazardous conditions and thereby interfere with emergency operations. Sends a strong deterrent message without criminalizing ordinary mistakes, focusing instead on knowing and reckless conduct. (FPIW analysis)
- **[HB 2303](https://app.leg.wa.gov/billsummary/?BillNumber=2303&Year=2025&Initiative=false)** **Action Deadline 9:30 am Monday. [Register PRO](https://app.leg.wa.gov/csi/Testifier/Add?chamber=Senate&mId=34020&aId=171094&caId=28424&tId=3)** Protects workers’ bodily autonomy and personal privacy by prohibiting employers from requesting, requiring, or coercing employees or job applicants to have microchips implanted in their bodies.

## [Legislative Committee Update for Week 6](https://clarkrepublicans.org/legislative-committee-update-for-week-6)

Two bad bills, highly opposed by the majority of Olympia-watching citizens, passed the Senate floor last week on partisan lines. 



**[SB 5974](https://app.leg.wa.gov/billsummary?BillNumber=5974&Year=2025&Initiative=False)** providing a way for a Governor-run agency to remove Sheriffs, and **[SB 5906](https://app.leg.wa.gov/billsummary/?billNumber=5906&year=2026&initiative=False)** *Establishing data and personal safety protections within areas of public accommodation for all Washington residents.*



These bills will be scheduled for a House committee public hearing soon, so stand by to make more noise on those.

## [Legislative Action Committee Update – Week 5](https://clarkrepublicans.org/legislative-action-committee-update-week-5)

**It’s now week 5 of the legislative session in Olympia.**



Last week (Week 4) of the short session that ends March 12 saw a transition to hearing bills in the funding committees (Appropriations and Ways & Means) when a bill involved funding (had a fiscal note) or were transportation related. Our best arguments might not be heard on why an issue is good or bad – these committees consider arguments to fund or not to fund. But our votes will still be registered.



Some good news is that all the bad bills should have been filed by Feb. 4 – bill cutoff from committees. There is an outside chance that a new bill could be introduced this weekend and pass out of the finance committees by Monday February 9. We wouldn’t put it past them, but we should have seen their worst for this session.



Friday featured the continued push to tax millionaires in [Senate Bill 6346](https://app.leg.wa.gov/BillSummary/?BillNumber=6346&Year=2025&Initiative=false), which saw 61,000 (75%) of registrants that were CON, which is probably a record. The Senate also passed the anti-voter integrity bill [SB 5892](https://app.leg.wa.gov/billsummary?BillNumber=5763&Year=2025&Initiative=false) that “protects the voter registration database,” supposedly stopping the state from complying with ongoing federal data requests and court cases. That bill will move on to a house committee as early as next week.



Committees are generally going to be quiet for the next week or so as the full chambers convene to debate.

**Welcome to week 4 of the Olympia legislative session.**



Not to be outdone by Olympia bills that would hinder immigration law enforcement, the City of Vancouver [declared](https://www.cityofvancouver.us/community/immigration-resources-information-and-help/vancouver-city-council-issues-public-declaration-on-community-harm-public-safety-and-human-dignity/) that they oppose federal law enforcement. Having an emboldening effect, the Police Chief has publicly complained that activists are mis-identifying his officers as ICE agents. Now, our Clark County council wants to make a statement on lawful ICE actions. The [Council Time hearing on Wednesday Jan. 28](https://www.youtube.com/watch?v=9KzSamJytPU) included 90 minutes of fiery public comment, and a [discussion of a possible statement](https://youtu.be/9KzSamJytPU?si=U4O6zaV-4y4H3eu3&t=7286) [23 minutes starting at 2:01:25]. Councilors Marshall, Fuentes, and at least one other agreed to move forward with some kind of statement at a future meeting. They indicated it would be proposed as a joint statement with other departments. So, expect more fireworks.



Back to Olympia legislation, the heat is picking up to add taxes since they can’t control spending. PRO.**This is a commonsense measure that would require courts to count out-of-state convictions during sentencing, aligning justice law with the Washington Supreme Court’s decision in State v Lewis. This is a rare bi-partisan bill that can still use support. This is the bill’s second public hearing, this time in the Senate funding committee - Ways and Means. Would cause Sheriff's to pass background check by Governor-controlled WSP within 9 months; Bill could be used to force Sheriffs to be appointed, rather than elected. Some of the ugly bills that we tracked over week 2 are moving forward – as expected. But your CON registrations were noted by commentors, legislators on our side, and the committees.

- [**SB 5973**](https://app.leg.wa.gov/BillSummary/?BillNumber=5973&Year=2025&Initiative=false)**: CON -****Requiring a demonstration of support before issuance of a ballot measure title.** (anti-Let’s Go WA, anti-Tim Eyman). PRO~1,175, **CON~10,500; or 10 to 1 against;**Status: passed to Rules.
- **[HB 2100](https://app.leg.wa.gov/BillSummary/?BillNumber=2100&Chamber=House&Year=2025): CON**– (so called)**Well Washington; 5% payroll excise tax.**PRO~2,502, **CON~12,798, or 5 to 1 against.**Status: not yet scheduled for exec. session.



You might be saying “What good is it, having such great registration numbers when the committee passes it anyway?” Please know that every one of these lopsided votes helps our side negotiate; every legislator will tell you this. If we didn’t register such good numbers, the bills would stay bad or get worse. And we can reframe the situation, too: like some of us, you can enjoy watching the gyrations used by the majority party in Olympia to squirm out from under the reformative Trump administration policies.
